my tune feels fine on the bench but in the air it just feels... off

so this has been bugging me for a while and i cant quite put my finger on it. built a 4inch cinewoop style thing a few months back, Mamba stack with some 1404 motors, running 4s. betaflight is on 4.4 and i went through the wizard thing and also manually adjusted some stuff based on a youtube video for similar builds.

on the bench the motors sound clean, no oscillations i can hear, props balanced. in the air though it just feels mushy? like inputs arent as crisp as i want and there's this weird feeling on fast rolls where it kind of overshoots slightly and then self corrects. i've checked my rates and that doesnt seem to be it. blackbox is giving me data but honestly i dont know how to read it properly yet so im kind of just guessing.

is this a D term thing or am i looking at the wrong thing entirely. running stock RPM filter settings if that matters
