mini 3 pro keeps drifting indoors even with vps on??

so ive had my mini 3 pro for about 3 months now and outdoors it flies absolutely fine, gps locks fast and it holds position like a rock. but whenever i try to fly it inside my garage just to practice a bit or get a quick shot of something, it just slowly drifts and i have to keep correcting it. i thought the downward vision positioning sensors were supposed to handle this? ive got the sensitivity set to normal and vps is definitely enabled in the settings, i checked like three times. the floor in my garage is just concrete with some oil stains and a workbench, nothing crazy. is it maybe the lighting? i have one of those single hanging bulbs and its not super bright. or is the mini 3 just not that good indoors compared to like a mavic or something
