got stopped by a ranger at a state park, kinda frustrated

was out in utah doing a road trip, stopped at this state park (not a national park, state park) and got told i couldnt fly even though i had checked the rules beforehand and it said unmanned aircraft were allowed with a permit. i had a permit. ranger still told me to land and said they changed the rules recently. when i asked him to show me where it said that he said he didnt have it in writing on him but i had to comply anyway.

i wasnt rude about it, just packed up and left but it was annoying because i drove way out of my way for that specific shot. i dont really have a question i just needed to vent i guess. does this happen to other people when traveling
